What Do GMPC, ISO 22716, and FDA Registration Actually Mean for a Cosmetics Factory?

“Is the factory certified?” is usually the first question a brand asks when vetting a cosmetics manufacturer. But what GMPC, ISO 22716, and FDA registration each actually mean is often less clear. Here’s a plain-language primer.

GMPC — Good Manufacturing Practice for Cosmetics

GMPC is a framework covering the full production process for cosmetics — raw material intake, cleanroom standards, staff hygiene protocols, in-process controls, and finished-product inspection. In short, it answers the question: “Is this factory’s production process disciplined, controlled, and traceable?”

ISO 22716 — The International Cosmetics GMP Standard

ISO 22716 is the internationally recognized cosmetics GMP standard set by the International Organization for Standardization, and it’s the most widely adopted quality management certification in the industry globally. Compared to GMPC, ISO 22716 places more emphasis on documentation and continuous improvement — many US and European brands treat it as a hard requirement when selecting a manufacturing partner.

FDA Registration — Your Ticket into the US Market

If a product is headed for the US market, the manufacturing facility needs FDA (U.S. Food and Drug Administration) facility registration. It’s worth noting FDA registration isn’t formula “approval” — it’s a registration of the facility and company information — but it’s still a precondition for legally distributing a product in the US.

What these certifications actually solve

For a brand, the value of these certifications isn’t just having a certificate on file — it’s:

  • Lower risk of non-compliance findings during third-party testing
  • Compliance backing needed to list on marketplaces and cross-border channels
  • A full production record trail if a quality dispute ever comes up

Next time a factory lists off a string of certifications, it’s worth asking: can they provide the original certificates or an official lookup channel? That’s the most direct way to verify the claims are real.
